Panevėžys County Gabrielė Petkevičaitė-Bitė Public Library is the main library in the northeast region of Lithuania. It has accumulated the biggest universal collection of publications and develops various cultural activities.

- Engage an increasing number of staff and visitors at public libraries in the Panevėžys region, thereby strengthening the region’s cultural identity, developing media and information literacy, and improving the qualifications of professionals.
- Enhance the effectiveness of reading promotion methods and processes that ensure social cohesion and the development of social connections.
- Activate cultural heritage more broadly and dynamically as an important source of values, while strengthening consistent dialogue among all stakeholders.
- Attract diverse funding for the library activities and services by carrying out initiatives that meet community needs.
- Purposefully seek and strengthen long-term partnerships, ensuring the Library’s sustainable direction.
- Develop attractive and modern methodological tools and thematic products as long-term assets, increasing the added value of regional libraries through the implementation of activities and services.
